Can the condition skip products that have videos?
Not reliably. The condition AI cannot see existing media. Use Specific Products or a collection to leave out products that already have video.

The condition check only sees the product title, the start of the description and the image count. It does not know whether a product already has a video, so conditions about existing videos are guesses.
To avoid duplicates, select only the products that need a video with Specific Products, or keep a collection of products still waiting for one.
